The market
Daly City is a densely built inner-ring suburb immediately south of San Francisco, incorporated March 22, 1911, occupying roughly 7.6 square miles of coastal bluff and ridge between the Pacific and the San Bruno Mountain foothills. It is best known for the Westlake district, Henry Doelger's late-1940s-through-1950s tract development of near- identical stucco houses, and for the San Andreas Fault, which comes ashore within the city at Mussel Rock. It is a working- and middle-class, heavily Asian and Latino community, the 2020 Census recorded 104,901 residents, about 57.5% Asian alone, with two regional shopping centers and BART service. The recurring appraisal problems here are geologic, regulatory, and permit-related rather than price-tier problems.
What is built here
Four broad layers. (1) Early 20th-century small cottages and bungalows in the original Daly City core, Top of the Hill, Crocker, Bayshore, much of it built out in the decades after the 1906 earthquake on narrow lots continuous with San Francisco's Excelsior and Crocker-Amazon street grid. (2) The dominant layer: Doelger's Westlake, roughly 600 acres annexed to Daly City in 1948 and built out through the 1950s, flat- or bay-fronted two- story stucco houses, many attached or nearly so, on small rectangular lots, with tuck- under garages at grade and living space above. Models repeat street after street with only façade variation. (3) 1960s-70s hillside subdivisions, Serramonte, St. Francis Heights, Southern Hills, Westlake Palisades: split-levels and ranch-influenced tracts on cut-and- fill pads with substantial slope. (4) 1970s-2000s townhome and condominium projects and scattered infill. Very little pre-1900 stock, very few large lots, and essentially no rural or agricultural land. Duplexes and three- and four-unit buildings appear mainly in the older Bayshore/Top of the Hill areas; Westlake is overwhelmingly single-family on paper.
What changes a valuation in Daly City

San Andreas Fault comes ashore in the city; Alquist-Priolo Earthquake Fault Zone
The San Andreas enters the San Francisco Peninsula onshore at Mussel Rock, in Daly City, and the 1906 rupture is generally placed at this location; the Serra and Hillside faults also cross the city. Parcels inside a state-delineated Alquist-Priolo zone trigger the Natural Hazard Disclosure Statement (Civ. Code § 1103) and, for structures for human occupancy, including alterations valued at more than 50% of the value of the existing structure. A fault-trace investigation, with a presumed 50-foot setback from any active trace applied by the lead agency under California Geological Survey Special Publication 42. The setback is a regulatory presumption applied by the lead agency, not a figure fixed in the statute, and only mapped parcels are affected. For appraisal this is a site-value and highest-and-best-use question, not a cosmetic one: check the CGS fault zone map for the specific parcel before assuming an addition, ADU, or replacement dwelling is feasible, and expect zone status to affect insurance cost and buyer pool. The trace crosses the city itself rather than passing nearby, which is unusual among Bay Area submarkets.
Active coastal bluff retreat and landsliding in the Merced and Colma Formations along the western edge
The bluffs above Mussel Rock are weakly cemented marine sandstone. The Merced and Colma Formations along this reach show documented episodic bluff retreat with large single-storm losses in strong El Niño winters, and the slope above Mussel Rock Park has produced repeated landslides affecting the subdivision above (the Westlake Palisades / Northridge area); obtain a site-specific geotechnical opinion rather than applying a general annual retreat rate, since published rates for this reach vary by study and by whether they report long-term average or single-event retreat. Bluff-proximate properties require a separate line of analysis: remaining lot depth to the bluff edge, any existing or required shoreline or slope stabilization, availability and cost of insurance, and whether lenders will finance. A bluff-front lot and an identical model three streets inland are not the same site, and paired-sales work in Westlake, where the improvements are nearly interchangeable, makes that difference unusually isolatable.
Doelger tract uniformity plus garage and lower-level conversions of uncertain permit status
Westlake models repeat with minimal variation, which cuts both ways. Comparable selection is easy and adjustment for style/appeal is minimal, so a Daly City appraisal turns on GLA, condition, view, and permit status. Tuck-under garages in this stock are frequently converted to bedrooms, in-law units, or second kitchens, and permit status cannot be assumed. Verify against the Assessor's characteristics and City building records before including converted area in GLA or capitalizing income from a second unit; consider legalization cost and whether the unit qualifies under California's ADU statutes.
Soft-story / tuck-under garage seismic vulnerability in the dominant housing type
The characteristic Westlake configuration: habitable floors over an at-grade garage opening. Is the classic soft-story condition, in a city whose western parcels may fall inside the mapped Alquist-Priolo zone; check the CGS map for the subject parcel rather than assuming citywide fault exposure. Even where no ordinance compels retrofit for single-family homes, cost-to-cure for shear wall or moment-frame work is a real deduction on the cost approach and a real negotiating item in the sales comparison approach, and it interacts with earthquake insurance availability and pricing. For 5+ unit residential in the older parts of the city, confirm whether any local or state retrofit obligation attaches before assuming stabilized expenses.
Coastal Zone jurisdiction along the Pacific frontage
Daly City's western oceanfront lies in the California Coastal Zone, whose inland boundary is mapped; only parcels inside that mapped boundary are subject to Coastal Act review in addition to City zoning, so confirm the subject against the Coastal Zone boundary map rather than inferring from proximity to the ocean. Whether a coastal development permit issues from the City or directly from the Coastal Commission's North Central Coast District depends on the certification status of the local coastal program and the location of the parcel relative to the appeal area. Verify for the specific parcel rather than assuming. Practically, this lengthens entitlement timelines, constrains bluff-top armoring and setbacks, and should discount the entitlement assumption in any land-residual or subdivision-development analysis.
Immediate San Francisco border. A hard regulatory line at the county boundary
Daly City abuts San Francisco street-for-street in the Bayshore and Crocker areas. Rental property one block north is subject to the San Francisco Rent Ordinance, whose price controls reach units with a certificate of occupancy issued before June 13, 1979; just- cause protection reaches more of the stock, and newer San Francisco units fall under the statewide Tenant Protection Act (AB 1482) as Daly City's do. Daly City is a separate jurisdiction in a separate county without an ordinance of that kind, leaving qualifying stock governed by AB 1482 alone. Re-check AB 1482's cap and its sunset at the time of assignment. For income-approach work on small multifamily this can mean two physically similar buildings a few hundred feet apart have materially different achievable rent trajectories and different transfer-tax, permitting, and disclosure regimes. Confirm current Daly City housing regulations at the time of the assignment, city ordinances change.
Broadmoor is an unincorporated island; Colma and the Cow Palace shape the commercial edges
Broadmoor is unincorporated San Mateo County entirely surrounded by Daly City, with its own police protection district: permits, zoning, and service levels come from the County, and the address alone will mislead you. The Cow Palace arena parcel is in Daly City, San Mateo County, at the San Francisco line, with ancillary parking extending toward the boundary; it is state property under the 1-A District Agricultural Association, and its long-contested future affects the surrounding Bayshore-area commercial and industrial parcels. Confirm parcel and county on the assessor's map rather than relying on its San Francisco mailing address. Colma is largely cemetery land, but its non-cemetery acreage carries a concentrated auto row and regional retail (280 Metro Center and adjacent big- box), making it a source of competing commercial supply rather than a constraint on it. All three are boundary facts that must be confirmed on the parcel map, not inferred from the mailing address.
Commercial and income property
Daly City has a real commercial base for a city its size, mostly retail and institutional rather than office. Two regional shopping centers, Serramonte Center and Westlake Shopping Center: anchor the retail, with strip and pad retail along Junipero Serra Boulevard, Mission Street, and Geneva Avenue, and auto, service, and light industrial uses along the Serramonte Boulevard and Hickey Boulevard corridors near the Colma line. Seton Medical Center on Sullivan Avenue is the major institutional property; it has passed through multiple ownership changes and a hospital-system bankruptcy, and its ownership and operating status should be confirmed as of the effective date of value rather than characterized in the present tense. Treat it as a special-purpose valuation problem, not a comparable. The Cow Palace arena parcel is in Daly City at the San Francisco line and is state-owned exhibition property. Multifamily is dominated by small two- to four-unit buildings in the older neighborhoods plus 1960s-80s garden apartment and condominium complexes; there is very little Class A office. BART serves the Daly City station (in Daly City, at John Daly Boulevard and Mission Street) and the Colma station (in the neighboring Town of Colma). Only the Daly City station and the Mission Street corridor fall within Daly City's land-use jurisdiction, so upzoning, density-bonus and transit-oriented entitlement analysis around the Colma station runs through the Town of Colma, not Daly City.
Assessment, appeals, and venue
Assessment: San Mateo County Assessor-County Clerk-Recorder & Elections (ACRE), Redwood City. Property tax appeals are filed with the Clerk of the Board of Supervisors and heard by the San Mateo County Assessment Appeals Board at 400 County Center, Redwood City. The regular filing period runs July 2 through September 15 in San Mateo County, the earlier of the two closing dates under Rev. & Tax. Code § 1603, which applies where the assessor mails annual value notices to all assessees by August 1, and supplemental and escape assessments carry their own deadline, generally 60 days from the mailing date on the notice or tax bill. Confirm both with the Clerk of the Board. Litigation: San Mateo County Superior Court. Eminent domain and civil valuation matters are heard at the Hall of Justice, 400 County Center, Redwood City, which is also the principal civil and probate venue; the Northern Branch at 1050 Mission Road, South San Francisco is physically closest to Daly City but handles limited-jurisdiction matters, and branch case-type assignments change, so confirm current assignments with the court. Land use and building permits for the city itself go through Daly City's planning and building functions (currently within the Economic and Community Development Department. Verify the current department name and permit counter on the city's site); parcels in Broadmoor and other unincorporated pockets go through San Mateo County Planning and Building instead.
