The market

Sunnyvale is a built-out charter city (charter adopted 1949), incorporated December 24, 1912, covering about 21.9 square miles of land (roughly 22.7 square miles including water) per the U.S. Census Bureau, in northwestern Santa Clara County on flat valley floor between Mountain View, Los Altos, Cupertino, Santa Clara and San Francisco Bay. The southern half is almost entirely postwar single-family tract housing laid over former orchard land; north of State Route 237 the city is industrial, R&D and office, Moffett Park, the Lockheed Martin campus, and large corporate office and R&D occupiers including Google, Apple and Amazon. It is not a coastal city and not a hillside city: Sunnyvale is flat and carries no Very High Fire Hazard Severity Zone designation, but confirm any parcel against the current CAL FIRE Local Responsibility Area fire hazard severity zone map and the Natural Hazard Disclosure report rather than assuming no designation. The things that move value here are zoning overlays, specific and area plans, airfield compatibility rules, and legacy industrial contamination.

What is built here

The dominant residential product is the 1950s–1960s single-story ranch tract on a modest flat interior lot, built out rapidly as orchards were subdivided during the Lockheed/defense expansion. Sunnyvale also holds a large concentration of Joseph Eichler homes. Published counts vary by source and by how tracts are delineated, running from several hundred to roughly a thousand homes across a number of distinct tracts, post-and- beam construction with radiant-slab heating, flat or low-slope roofs, atriums, floor-to- ceiling glass, no attic and no crawlspace. Layered on top are 1970s–1980s garden apartments, townhomes and condominium conversions along El Camino Real and Fair Oaks, and a newer generation of podium and wrap mid-rise multifamily concentrated downtown (the CityLine redevelopment of the demolished Sunnyvale Town Center) and around the Lawrence Caltrain station. North of SR 237 the stock is 1970s–1990s concrete tilt-up R&D and flex buildings, much of it now being repositioned or entitled for denser mixed use.

What changes a valuation in Sunnyvale

Single-story combining district ("S") overlays on residential zoning

Sunnyvale's zoning code layers combining districts over base districts, and a large number of R-1 neighborhoods carry a single-story restriction. S-district parcels are restricted to single-story development under the zoning code, subject to the city's exception/variance process and to state ADU and SB 9 provisions that a local overlay cannot fully override. The restriction narrows the expand-upward highest-and-best-use that supports lot value in adjacent Silicon Valley cities, so a Sunnyvale ranch lot in an S district can be worth less than a physically identical unrestricted lot a few blocks away. Pull the parcel's full designation (e.g., R-1/S), the base district alone is misleading, confirm current requirements with Community Development, and screen comparables for whether they carry the overlay.

Eichler tracts as a separate comp pool

Sunnyvale has enough Eichlers, spread across a number of distinct tracts, that they trade as their own submarket. Design-conforming Eichlers command a premium over surrounding ranch stock; unsympathetically remodeled ones can be penalized. The construction type also changes cost and condition analysis: radiant slab heating (leak and replacement exposure), single-pane glass walls, no attic or crawlspace for retrofit runs, and low-slope roofing. Conventional ranch comparables require significant adjustment, and in many cases they are not comparable at all.

Moffett Federal Airfield airport land use compatibility

North Sunnyvale sits under the Santa Clara County Airport Land Use Commission's compatibility plan for Moffett Federal Airfield and under FAA Part 77 airspace surfaces. Height limits, noise contours and safety-zone density caps restrict what can be built on north-side sites, and properties in the airport influence area carry disclosure obligations. For land and development-site valuation this is a hard constraint on the entitlement assumption, not a soft one.

Adopted specific and area plans, not base zoning, control development potential

Large parts of the city are governed by adopted plans. The Moffett Park, Peery Park, El Camino Real and Downtown specific plans and the Lawrence Station Area Plan among them, each with its own permitted uses, FAR, density and design standards. Plan type matters: area plans, specific plans and precise plans confer different regulatory effect and interact differently with base zoning, so confirm the adopted title and current status of each plan on the City of Sunnyvale planning page. The Moffett Park Specific Plan in particular converted a large single-use R&D district toward mixed use. An income or land- residual analysis that reads the zoning map without reading the applicable plan will misstate buildable intensity in either direction.

Legacy solvent contamination and vapor intrusion in the industrial north

Sunnyvale's electronics and defense history left federal Superfund (National Priorities List) sites in and adjacent to the city, including the AMD, TRW Microwave and Signetics sites collectively known as the Triple Site, the Westinghouse Electric Corp. Sunnyvale Plant site, and the neighboring former Naval Air Station Moffett Field site, plus regional chlorinated-solvent groundwater plumes. Listing and remedy status changes over time through partial deletions, five-year reviews and revised remedies, so confirm each site's current status in EPA's SEMS database and in the State Water Board's GeoTracker and DTSC's EnviroStor at the parcel level as of the effective date rather than relying on a general description. Where a plume underlies a site, residential or mixed-use conversion typically requires vapor intrusion mitigation, vapor barriers, sub-slab depressurization, long-term monitoring, which is a real cost line, an ongoing operating obligation, and a marketability/stigma factor that must be addressed rather than assumed away.

No local rent stabilization, unlike the city immediately west

Sunnyvale has not adopted rent stabilization or a rent board; rents are governed by state law rather than a local rent cap. Sunnyvale does maintain local rental-housing provisions (mediation and dispute resolution, tenant relocation assistance, mobilehome park rules) that can apply to a given property. Verify the current ordinance list against the Sunnyvale Municipal Code and the City's Housing Division page and date the statement. Mountain View, directly adjacent, is governed by the voter-adopted Community Stabilization and Fair Rent Act (Measure V, 2016), and San Jose has its Apartment Rent Ordinance. The statewide cap and just-cause regime is codified at Civ. Code §§ 1946.2 and 1947.12 (the Tenant Protection Act); as enacted the cap is 5% plus the regional CPI change, not to exceed 10% in twelve months, but the statute has been amended since enactment and carries its own exemptions and sunset provisions, so verify the current cap formula and exemptions at the time of assignment rather than relying on a published summary. The result is a genuine value discontinuity at the city line: two comparable 1970s apartment buildings a mile apart can have materially different achievable income growth and therefore different cap-rate treatment, and Mountain View or San Jose comps cannot be used for a Sunnyvale property without adjusting for the regulatory difference.

Bayfront flood exposure and BCDC shoreline jurisdiction rather than fire or coastal exposure

No Coastal Commission jurisdiction: the Pacific coastal zone does not reach Santa Clara County. Sunnyvale's Bay shoreline is instead within the jurisdiction of the San Francisco Bay Conservation and Development Commission (the Bay itself plus the 100-foot shoreline band), which affects development and shoreline-protection obligations on baylands sites. The city is flat and carries no Very High Fire Hazard Severity Zone designation; confirm any parcel against the current CAL FIRE Local Responsibility Area fire hazard severity zone map and the Natural Hazard Disclosure report rather than assuming no designation. What otherwise applies is FEMA flood mapping and levee-dependent protection in the baylands north of SR 237, near the Water Pollution Control Plant, where flood zone designation, elevation certificates, insurance cost and long-horizon sea-level-rise planning affect industrial and R&D site value.

Commercial and income property

Sunnyvale has a large office, R&D and industrial base alongside its residential neighborhoods. North of SR 237, Moffett Park is a large office and R&D district now governed by an adopted specific plan that pushes it toward mixed use; Peery Park, northwest of downtown, generally west of Mathilda Avenue and north of Central Expressway, with its boundary defined by the specific plan map, is a second specific-plan R&D district. Lockheed Martin's Sunnyvale space operation is a long-standing major industrial user. Major corporate occupiers have included Google, Apple, Amazon, LinkedIn and Juniper Networks; Juniper was acquired by Hewlett Packard Enterprise in 2025 and now operates as part of HPE Networking, and current occupancy should be confirmed as of the effective date. The remaining 1970s–1990s concrete tilt-up flex inventory trades on a very different basis from the newer campus product, and repositioning analysis on those buildings has to account for both the applicable plan and any environmental encumbrance on the site. Retail is concentrated along the El Camino Real corridor and in the CityLine downtown redevelopment.

Assessment, appeals, and venue

Property tax matters run through the Santa Clara County Assessor at the County Government Center, 70 West Hedding Street, San Jose, with decline-in-value (Prop 8) requests handled there and formal appeals filed with the Clerk of the Board of Supervisors at the same complex, which serves the Assessment Appeals Board. The regular filing period runs July 2 through September 15; if September 15 falls on a weekend or holiday the deadline moves to the next business day, and supplemental and escape assessment appeals must be filed within 60 days of the notice date. Confirm with the Clerk of the Board. There is no Sunnyvale courthouse. The county's former Sunnyvale branch courthouse is closed. Santa Clara County Superior Court hears civil, probate and small claims matters at the Downtown Superior Court, 191 North First Street, San Jose, with additional civil departments at the Old Courthouse, 161 North First Street, and family matters at the Family Justice Center Courthouse, 201 North First Street; case types and departments are reallocated among these facilities from time to time, so confirm the current assignment with the court before filing. Eminent domain, partition, dissolution and trust and estate valuation disputes for Sunnyvale property are therefore heard in downtown San Jose. Land use entitlements, specific and area plan interpretation and zoning verification come from the City of Sunnyvale Community Development Department.
