The market

Walnut Creek is an incorporated city (October 21, 1914, the eighth city incorporated in Contra Costa County) of roughly 20 square miles in the East Bay, sitting where the San Ramon and Ygnacio valleys meet at the western foot of Mount Diablo. Its downtown is a regional retail and office node built around Broadway Plaza and a BART station, so the same city contains high-density mixed-use podium construction, 1950s–70s ranch tracts on former walnut orchard land, hillside custom homes against city-owned ridgeline open space, and Rossmoor, an age-restricted community of 6,676 units. That internal range is the defining appraisal problem here. "Walnut Creek comps" is almost never a meaningful category without narrowing to submarket, school attendance area, and ownership form.

What is built here

The dominant residential stock is postwar subdivision tract housing. The city grew from 2,460 residents in 1950 to 9,903 in 1960 as walnut and pear orchards were subdivided, and single-story and split-level ranch homes from roughly 1950–1975 on flat to gently sloping lots remain the backbone of the market, concentrated in the Walnut Heights, Larkey, Woodlands, and Ygnacio Valley areas. A second layer is 1970s–1990s hillside and semi- custom construction on the flanks of Shell Ridge, Acalanes Ridge, Lime Ridge, and the Northgate/Diablo foothills: larger lots, real slope, engineered foundations, and long private driveways. A third layer is attached housing: garden apartments and condominium conversions from the 1960s–80s, and, since roughly 2005, mid-rise and podium condominium and apartment product in and around the downtown core and the Walnut Creek BART station area. A fourth, entirely separate layer is Rossmoor: 6,676 units built from 1963 onward in three cooperatives, 19 condominium developments, and one detached-home development of about 63 homes, governed through numbered mutuals under the Golden Rain Foundation, with roughly 40 percent garden-style duplex through fourplex buildings plus mid- and high-rise buildings. Confirm the current mutual roster and unit count against Golden Rain's published list, since both change. Because most of the stock predates the Mello-Roos era, Community Facilities District special taxes are uncommon here compared to newer Contra Costa suburbs such as Brentwood or parts of San Ramon, but downtown attached product carries substantial HOA dues that do the analogous work on the carrying-cost side.

What changes a valuation in Walnut Creek

Specific to this submarket. Every regulatory conclusion below still has to be re-verified by parcel and as of the effective date of value.

Rossmoor: age-restricted, partly stock-cooperative ownership, and governed through the Golden Rain Foundation

The single most consequential local factor, and it turns on ownership form and governance rather than on jurisdiction. Rossmoor holds 6,676 units under the Golden Rain Foundation, with at least one occupant 55 or older required. Ownership is not uniform: three mutuals are stock cooperatives (the owner holds shares plus an occupancy right, not a fee interest), 19 are condominium developments, and one detached-home development holds about 63 homes; confirm the current mutual roster against Golden Rain's published list. This changes the assignment at the root. A co-op share interest is a different property right than fee simple and requires the appraiser to state the interest appraised correctly; secondary-market co-op eligibility is narrow, which thins the financed buyer pool and shows up in observed prices; the monthly Golden Rain coupon plus mutual assessment is a large, non-optional carrying cost that must be reconciled against comps in other mutuals with different reserve positions; and the age restriction removes families from the demand pool entirely. Those four factors: ownership form, age restriction, financing and secondary-market constraints, and HOA carrying cost. Are why Rossmoor sales are not substitutable with general-market Walnut Creek sales in either direction. On jurisdiction: Rossmoor lies within the Walnut Creek city limits, so land use, zoning, and permit history come from Walnut Creek Community and Economic Development, while assessment and appeals still run through the county in Martinez. Verify the parcel's tax rate area on the Assessor's parcel record rather than asserting a city-versus-county assignment. Never let a ZIP-code or city-name comp search pull Rossmoor sales into a general Walnut Creek analysis, or vice versa.

Five school districts inside one city, with a hard high-school split

Walnut Creek addresses are served by five public districts: Walnut Creek School District (K–8), Mt. Diablo Unified (K–12), Acalanes Union High School District (9–12), San Ramon Valley Unified (K–12), and Lafayette School District (K–8). Practically, this means one part of the city feeds Acalanes Union high schools (Las Lomas) while another feeds Mt. Diablo Unified high schools (Northgate, Ygnacio Valley), and southern edges feed San Ramon Valley Unified. The boundary does not follow the city limit, major arterials, or any feature a market-area map would suggest. A paired-sales analysis that crosses that line without adjustment is measuring the wrong thing, and the boundary is a recurring source of over- and under-valuation in AVM output and in relocation and divorce work. Attendance area should be verified against the district's own boundary lookup for both subject and comparables, not inferred from proximity.

A regional downtown retail/office core and a separate suburban office park, one city, two commercial markets

Downtown Walnut Creek is anchored by Broadway Plaza, an open-air regional center owned by Macerich that opened in 1951 as Contra Costa County's first major retail center. A major expansion approved in December 2013 opened in September 2016, adding about 300,000 square feet of new retail space. Reported gross leasable area is approximately 776,000 square feet; that is an owner-reported GLA figure rather than total center area, and it should not be read as a pre-expansion figure to which the 300,000 square feet is then added, confirm the current figure against Macerich's property list before using it. Around it sits a concentration of upper-tier specialty retail, restaurant, and multi-tenant office space, walkable to the Walnut Creek BART station. Several miles east, the Shadelands area is conventional suburban R&D/flex/office product with surface parking and no transit. These are not one market. Rent, expense loads, parking ratios, capitalization rates, tenant credit, and exposure time differ materially between them, and a commercial assignment that treats "Walnut Creek office" or "Walnut Creek retail" as a single competitive set will produce a defective income approach. For property tax appeal work in particular, the correct competitive set is defined by the core versus non-core distinction, not by city boundary.

BART-adjacency and the downtown density/height regime

Two BART stations serve the immediate area. Walnut Creek station within the city and Pleasant Hill/Contra Costa Centre just outside it, and the land within walking distance of the Walnut Creek station carries development potential that identical-looking land a mile away does not. Highest-and-best-use analysis on downtown-core parcels turns on the applicable specific plan designation, permitted density and height, and parking requirements rather than on existing improvements, and older single-story commercial buildings in the core routinely appraise as interim uses on land with materially higher underlying value. State density-bonus and transit-oriented housing statutes layer additional entitlement potential onto qualifying core parcels. Verify current designations directly with Walnut Creek Community and Economic Development for any downtown assignment . This is the part of the city where zoning text, not the improvements, drives value.

Hillside topography plus a hard outer growth boundary, the supply side is closed

Walnut Creek voters approved an open-space bond in 1974 that acquired roughly 1,800 acres, and the city holds an unusually large per-capita open space inventory including Shell Ridge, Lime Ridge, and Acalanes Ridge. Contra Costa County additionally operates under a voter-approved 65/35 Land Preservation Plan and Urban Limit Line, so there is effectively no greenfield expansion path around the city. The consequences are concrete: new supply is infill and redevelopment only, which supports land residual values on developable sites; hillside parcels adjoining the ridge preserves carry slope, geotechnical, grading, drainage, and access constraints that reduce usable site area and raise cost-to-build well above a flat-lot assumption; and protected-view and open-space-adjacency premiums are real and locally observable but must be extracted from paired sales rather than assumed. Cost approach work on hillside custom homes should reflect actual foundation and site- development cost, not a flatland square-foot multiplier.

No local rent stabilization, plus a culverted creek and FEMA flood exposure downtown

Two smaller but checkable items an appraiser should confirm rather than assume. First, Walnut Creek has no municipal rent control or rent stabilization ordinance of its own, unlike Richmond elsewhere in the same county, so residential income property here is governed by the statewide Tenant Protection Act (AB 1482) allowable-increase and just- cause framework and its exemptions, not by a stricter local cap. That materially raises achievable income relative to rent-controlled Bay Area comparables and makes cross- jurisdiction cap-rate comparisons unreliable without adjustment. Second, the Walnut Creek watercourse is routed through culverts beneath the downtown, and the Walnut Creek and San Ramon Creek channels run through the built-up area under Contra Costa County Flood Control and Water Conservation District and Corps of Engineers works; FEMA special flood hazard area mapping along those alignments drives mandatory flood insurance on financed properties and belongs in the expense analysis. Cite the effective FIRM panel and its date for any flood-zone conclusion rather than asserting mapping generally. Portions of the eastern and southern hillside fringe against the Diablo foothills also fall within mapped fire hazard severity zones carrying statutory disclosure, defensible space, and wildland-urban interface building requirements, and insurability there is an active value issue; because the CAL FIRE Fire Hazard Severity Zone maps for Local Responsibility Areas were reissued statewide in 2025, verify the current designation for each subject and comparable against the CAL FIRE or city map viewer rather than relying on a prior report. Note also what does NOT apply: no Coastal Commission jurisdiction, Walnut Creek is entirely inland, so there is no coastal development permit layer. Williamson Act contracts in Contra Costa are concentrated in the eastern county; confirm contract status for any subject against the Assessor's records and the county's Williamson Act parcel list rather than assuming none applies.

Commercial and income property

Downtown Walnut Creek contains a regional open-air retail center, street retail, and multi-tenant professional office adjacent to a BART station, which is why it functions as central Contra Costa's principal commercial node. The downtown core combines Broadway Plaza (Macerich; reported gross leasable area of approximately 776,000 square feet, following an expansion of about 300,000 square feet of new retail that opened in September 2016) with street retail along Main Street, Locust Street, and North Main, plus multi- tenant professional office along North California Boulevard and Ygnacio Valley Road serving legal, financial, medical, and wealth-management tenants drawn by the BART station and the I-680/SR-24 interchange. Department-store anchors at Broadway Plaza have changed over time: Macy's and Nordstrom have been the long-running anchors, and a Neiman Marcus that opened in 2012 closed in January 2021, so confirm the current anchor roster before defining a competitive set. East of the core, the Shadelands area provides suburban office, R&D, and flex product on a wholly different rent and cap-rate basis. Medical office is a distinct and active segment tied to the John Muir Health Walnut Creek campus. For lending, litigation, eminent domain, and Proposition 8 tax-appeal work, the practical requirements are: define the competitive set by core-versus-suburban node rather than by city limits; confirm whether the parcel sits inside the city or in unincorporated county territory, since that determines the entitlement authority and the tax rate area; and on downtown parcels, test whether the improvements are an interim use on land whose value is set by permitted density rather than by in-place income.

Assessment, appeals, and venue

Walnut Creek is an incorporated general-law city in Contra Costa County; the county seat is Martinez. Property tax appeal work runs entirely through Martinez: the Assessor's office at 2530 Arnold Drive, Suite 100, and the Assessment Appeals Board through the Clerk of the Board of Supervisors at 1025 Escobar Street, on the filing schedule stated above under County. For litigation, note a trap. There is a courthouse in Walnut Creek at 640 Ygnacio Valley Road, but it houses the Juvenile and Traffic Center rather than civil, probate, or family operations. Civil, probate, and family law matters are heard in Martinez: unlimited and limited civil and probate at the Wakefield Taylor Courthouse, 725 Court Street; family law at the Peter L. Spinetta Family Law Center, 751 Pine Street; with additional county facilities at the A.F. Bray Courthouse in Martinez, the George D. Carroll Courthouse in Richmond, and the Richard E. City land use, zoning verification, and permit history come from Walnut Creek Community and Economic Development at City Hall, 1666 North Main Street, including for Rossmoor, which is inside the city limits. Some addresses carrying a Walnut Creek mailing address are not in the city at all, Saranap, parts of the Contra Costa Centre / Pleasant Hill BART area, and other county pockets are unincorporated and do go to the county's Department of Conservation and Development. Verify each subject address against the city limit line rather than the ZIP code or mailing address.

Confirm the operative deadline against the Clerk of the Board's current published notice.
